High Arcane Circuit Production Aggrement (HACPA)
High Arcane Circuit Production Agreement or HACPA (Hac-pa) is an agreement that is made by the United Vallarian Nations where they decided to make the system of law where Arcane Circuit which hold powerful enough magic or able to convert powerful magic into powerful energy within them cannot be easily sold to anyone that is not HACPA approve which is needed to allow someone to buy High Arcane Circuit due to fear of miss usage of those circuit by individual that may have disruptive intention towards the well being of the nations within Vallarian along side the people.
HACPA creation was made after the surge of Arcane Technology which is related to the start of the Arcane Technological Revolution that was happening in Vallarian, this agreement was form by the Kastugar and Tansarha towards their own countries before it was given to the United Vallarian Nations at the year 1531 AC which was approve by the council during that time, even now currently there is not countries that have plans to change HACPA.
This agreement forces company who are selling High Arcane Circuit to not sell their product towards random company or individual unless they are listed in HACPA system that the United Vallarian Nations have a hold upon and can give someone or a company HACPA approve individual or company after usually being investigated about their current connection along side their past that will be use to determine the person or company legitimacy to have such powerful Arcane Technology in their belongs which need protection that also will be check by the United Vallarian Nations Magic Division and also the Arcane Protector who have been one of the major guild within Vallarian being on task with such matter as their knowledge in the Arcane art will prove helpful towards HACPA, and if someone or a company was found to have been misusing their High Arcane Circuit for something that violate any of the term that was and is listed in HACPA, their Arcane Circuit will be taken away from them along with their name will be listed off from the HACPA approve individual and company list or if their offense are something that is severe they might be listed in the Union of Vallarian Nations - International wanted guild or individual where they might be hunted down by the Peace Keeper.
Within Vallarian currently, they are only a couple of company that have the facility and knowledge to make High Arcane Circuit which allow HACPA to fully know where and what those circuits are currently being make and sold towards who, along side that any company in the future or present who can create High Arcane Circuit must agree upon the term that HACPA currently or in the future have upon their selling and production method to secure the circuits from bad actors inside of the company or to not allowing anyone who is not on the list to have gain those circuits in anyway shape or form.
HACPA Term
HACPA hold within them self a couple of terms that must be agree upon those whoever join a part of HACPA approve list of individual and company which they also need to follow unless they want to listed away from the list out of it self or maybe even be counted as a terrorist or dangerous individual where the Union of Vallarian Nations with their Peace Keeper might need to intervene.
The Term of HACPA also can be added or change if the Union of Vallarian Nations Arcane Division sees that is needed for usually because the term that they have is not fully listed all of the needed thing that they see fit.
