The Union of Vallarian Nations

 The Union of Vallarian Nations or shorthen into the UVN or United Nations of Vallarian some people called it, is a organization that use to propose during the Covenant of Valla but was build upon the Second Valla Covenant where it made to make sure peace in the continent of Vallarian is kept, especially after the Great Vallarian War where all of the nations in Vallarian have suffer, this organization is suppose to intervene if any situation seem like it might go to a all out war or civil war, but slowly the Union all deal with resolving any crisis towards Vallarian by giving them support and also making sure the structure within Vallarian politics like the Guilds are very much known to them so if any issues happen they would able to know.

The Union of Vallarian also by design is a place that two side or more can meet to find a way to finish their fighting, as some sort of neutral ground, so the Union also deal with most peace or resolving problem especially for war as nations all around Vallarian making sure that the balance of power between the nations is stable so no Great Vallarian War build up would ever happen again.

History :

Covenant of Valla

During the making of The Covenant of Valla, some of the politician there which is mainly lead by the Kastugar King, with Mondralian representative are talking to make some sort of organization to make sure that the Great Vallarian War will not happen by controlling and managing the amount of build up and tension between the nations of Vallarian and also dealing with the major guilds all around Vallarian who have complete autonomy and no way to make sure they wont go out of control, so after the 1st Covenant was form and sign, Kastugar, Mondral, Delstainvia, Tansarha who were the victor during the Great War and with Magusvia and Alvavia representative to help so all sides will be counted, they starting to make part for the 2nd covenant where it is design to make sure order within Vallarian is maintain one of this is by their plan of a Union of Vallarian Nations, they agree upon that the Union of Vallarian Nations shall be a neutral entity in Vallarian Politic.

The Endless War and The Keeper

During the Endless War which was cause by the Great Southern Empire collapsing into a lot of countries, but because of the unsuitability of the area and disagreement of territories the war between all of the nations which come out of the collapse, while the Endless War was happening the Union of Vallarian Nations did a vote with all of the nations that isn't from the Great Southern Empire collapse for which one of the countries and their so called land that they claim should be theirs but this vote didn't go anywhere as the border of countries during the endless war change and the countries of the Union of Vallarian Nations didn't agree upon, but they agree that the Union of Vallarian Nations should intervene and protect the non-combated but in this time the Union of Vallarian Nations didn't have a military so they make a contract with every countries in the Union to lend them 10,000 combat ready soldier toe in the Union so called Keeper which have the task of protecting non-combated and making sure that the Rules of Battle that was created during the Great Vallarian War is followed, most countries agree to send their soldiers expect Tansarha as they see this issue as the Great Southern Empire problem.

The Three Country Agreement

The three Country Agreement is agreement during the year 1593 AC where a total of three country exist after the Endless War but they are still fighting with each other, to end the bloodshed the Union made a agreement where they made a demilitarize zone so the line that was made for the three countries that the Union of Vallarian Nations agree upon even if the those three countries have some insurrection where some of them claim to be their own nations, they are too tiny compare to the country who have a claim on them.
This Agreement have been sign by the three countries which causes the cease fire afterward and slowly but surely a demilitarization between nations front line with lowering amount of troops being done by nations it self or impose by the Union of Vallarian Nations it self so peace may come to the three country, this is also a system of deescalation so an actual peace negotiation could be drawn out between those three nations.

The Law for Military and War

The Rule of War

United Vallarian Nations have a rule towards warfare as during the making of the Second Vallarian Covenant, some of the politician who were not busy on negotiation on the Second Vallarian Covenant have begin making the rules on warfare so if there was a another war happening in the Vallarian there will be rules that protect the people of Vallarian while making the soldiers of Vallarian having to follow the guideline so if they attack they will not harm who the United Vallarian Nations have declare people who are not suppose to be harm, and also a method of warfare so no one in Vallarian may be harm with ways that may be inhumane, or in danger the local environment, this law as made with the United Vallarian Nations Politician, some of the army official who were in the Great Vallarian War, and also some druids, cleric who make sure ethic within Vallarian is a sure if any war was going to happen. The Law was 'The Rule of War' which list :

Rule I 'No Civilian Shall Be Harm During Warfare'

If a leader of their army have made a plan which include the harming of civilian (non-combated) they will be put into trial by the United Vallarian Nations as their action are inhumane as those non-combated have shown no danger to the military, and if a soldier killed a non-combated they will also be put into trial while the other soldiers including their leader will be check if they also break the rule.

Rule II 'No Chemical May Be Use During Warfare'

If a leader or a soldier use any sort of chemical weapon, it is count as inhumane and this action may cause terrible effect to the environment or to Non-combated all around the area, so no warfare in Vallarian soil may use Chemical Weapon. Any sort of chemical weapon may not be developed by any country or guild, and if a country or guild have been found developing a chemical weapon they shall be put into trial

Rule III 'Surrendering Soldier May Not Be Harm'

Soldier of a army that have surrender may it be the soldier it self surrender on their own, or may it be the entire army surrender will be count as Non-combated and cannot be harm, but a soldier or a army may only be count as surrendering if they have thrown away their weapons and declare the statement of surrender in Common Vallarian so the leader or soldier of the other army understand that they are surrendering, the surrendering soldier and army can be put into jail or prison which must be inhumane as they count as a different type of non-combated (Prisoner of War)

Army Leadership System

The United Vallarian Nations organization the leadership of a army into a couple of tiers so if a war may happen, the system of leadership will be known to everyone this is also so military all around Vallarian have the same system so no country doesn't have system that will be easily corrupted able. The system that they have put into place is the same system that was use during The Great Vallarian War by all nations so the system that was created into a law will not be that hard to implement into the military of most nations on that time.
